I know you said you wanted it to look "painted", but it looks more like someone shredded tissue paper and pasted it on there. Perhaps it wasn't that great of an effect, especially compared to the style that Shinku and Hinaichigo are drawn in. 1.5 out of 5.

I love the colors and overall look of it, although the characters don't really blend with the rest of the wallpaper. It's still adorable!

I really like the way that the background is done the colour contrast as the different hues and light effects from the "sun" - it makes it really elaborate and well thought out the foreground elements (Shinku, Hina Ichigo and text) are a little to light coloured for my preference, but they do all blend nicely. I think the pale-ness especially of the words makes it difficult to focus on them, but I know it needs to match the two dolls, and goes with the overall theme of being blinded a little by the light. Good job with the paper, it's well done and consistent throughout =D
