I found the scan of Toushiro in the AP Gallery: http://www.animepaper.net/gallery/scans/Bleach/item268557/
I extracted and cleaned up the image using a few filters. I also cleaned up the part of Hitsugaya's sword where there was overlapping text.
I stuck to blue hues and colors, the darker blue and lighter whites coming from Hitsugaya's scan. I played with some snow and fractal brushes to get a subtle snow or ice-like texture for the bg, and then added some snow-flakes as they have become an iconic part of Hitsugaya's "icy demeanor."
I added his name to the bg to give the bg something more concrete to view...though I am not sure if this is working or not. I am debating whether or not to add some text to the right side of the wall to balance out the text on the left.

Well i like the concept but i wouldnt say it is clean you can clearly see that the quallity could be much better also i would turn off the stroke it looks weird to have black outlines around the chara around like that without having some inside the chara.
neverless i like the background so i would like to see the wallpaper with a beter quallity of the chara like vectzored or more cleaned

It's simple and I love the blue colors (= But the character isn't clean at all, you should vector Hitsugaya as you can see some weird outlines on him and personally I think that Hyourinmaru is really missing in there...

Simple, although if u added anything else to wallpaper theres a chance it might not look as good.
So by all means simple does it. I love the ice structures and the snow flakes in the background and I do thank that his name fits very well with the wallpaper and you put it in the perfect place.

Nice job with the clean up. I like how soft Toushirou looks. His hair looks like I can reach out and feel how soft it is! The lighting and texture is very nice. The background... I'm not a fan of it. The texture and colors are good, but just randomly putting in his name and snowflakes (iconic as they are) kind of ruins it for me. It almost looks like it should be a Christmas wallpaper, but it's not. Simple is not a bad way to go, but maybe you could try a shift in colors instead of stripes?

I love Toshiro he is such an amazing charachter! Hes so cool and calm. Child Protagy for sure! I love how the colours you used brought out his eyes and his pose is so kick a$$. :D <3 Love it. Good job !
