Found this scan of Naruto in the gallery. I extracted it and cleaned it up a tad with various filters. I thought this pose really portrays the tenacity of Naruto's fighting spirit.
Stuck with the yellow-orange motif to keep with the theme of Naruto and his natural "energy" (as opposed to his kyuubi energy).
I chose to go with some jagged looking designs to show his sharp and dangerous and highly unpredictable attitude, and added a spiral to help tie Naruto and his heritage crest together.
*EDIT* Sharped up the scan of Naruto by about 50%. Then worked on blending some layers. I think this looks better now. I am wondering if this makes the scan more presentable (eliminating a need for a vector).
*EDIT* I also upped the opacity on some of my various bg layers to help make the texture of the wall stand out a bit more, so that the bg wouldn't look so bland.
*EDIT* Fixed the gradient colors in the bg. Made sure the hues matched Naruto's clothing better.

Naruto's kinda blurred and jagged in some way. (O__O) As for the BG, I love the abstract shapes and the gradients that you used for it.

Naruto still looks a bit blurry, but my biggest beef is that it doesn't blend with the background. Looks like you created a cool background then just slapped a random character on it. Naruto's colors' are sharper than the background so the trick to make it blend is to match the hues , if you know what I mean. You can do this by creating a new layer, filling it a solid color, then blending it with Soft Light, or HUE/COLOR with low opacity.
OR you can use textures. Since the background seems full of texture and Naruto is vector smooth, why not blend it with adding a similar texture on Naruto, or over everything? My two cents.

Oh and before I forget, the text seems unnecessary and an obvious attempt to fill space. The wallpaper would have been fine without it or smaller version of it. Also, don't be afraid to place text over the character a bit.

I like it, the bg is awesome love the gradients and colours and the random like shapes. But i dont know sort of guessing but the right hand side is that meant to be tobi's mask? Not sure. But still good.
But i do have to agree with @Red-EclipseThe character is sorta blurry and it does look like its jusy been splatterd onto the bg T^T kinda killing a bit too.
