I grabbed a screen cap from Shippuden: 
I really liked Naruto's cheeky pose and so went about "vectoring" it. Spent a few days on outlining and coloring the image. The hardest part was adding the shadows. I played around with lots of blur and opacity effects to help get the shadows right.
Afterwards, I had to decided on a bg for Naruto. I was inspired by Horseradish's wall and was looking to do something along those lines: http://www.animepaper.net/gallery/wallpapers/Naruto/item105852/
In the end though, I couldn't quite see Naruto hanging out by a wall--even if it was for graffiti. So I went with a more summer theme. I created the bg from scratch and based the colors, gradients, and textures off of various beach pictures I found on Google. I wanted to keep the bg simple, but not too simple, and vibrant/bright. I really wanted Naruto and his cheeky grin to stand out more than the bg.
*EDIT* 2.28.11. Re-did the beach background using various tuts online. Hopefully, this bg looks a bit better. I know my horizon is still flat, though I was not envisioning the water to be very rough.

LOL. This is really fun. Hahahaha. WOW. I'm honored... P(T_T)
Anyway, here's some few things that I can say/suggest for this wall to improve: -Colors of Naruto could still use some work. Aside from smudging and all to make shadows, try looking for a digital painting tutorial online. It really helps. ^^v (From what I can see in the original screen shot, there are more levels of shadows there. =D)
-Vector is really nice and clean.
-The BG is----well, weird.
-The BG is blurred to much.
-The waves of the water seem flat. The textures are not blending too well either. The way you cut the water is really obvious. Try vectoring them and blending them so that it would not look too flat. 8D
-The shore is flat too, I mean, does it have to be that straight? You could make it look like as if there were waves flowing in to it.

-Smudging the clouds and blurring them a bit would be more ideal since they stand out too much in the BG.
-Maybe adding a lens flare here would be nice too since it's a sunny BG behind him. ^^v[/spoiler]

Aw Naruto! He looks so cool here. And the beach scene definitely fits him better than a wall! Nice work on the vector and making the water more water like. +fav!

The vector itself is pretty nice (maybe the lines could have been a bit thicker?), but the BG could use some work.
In relation to the clouds, the waves are much too large and lack detail compared to the clouds. The sand/water line is too straight, and the sand is pretty flat. Leaving the sand out totally may have even been better? The waves also don't have any depth for them, they give the impression of going up rather than fading out into the horizon.

I think this wallpaper is too much simple. I dont like the wall at all. the work is not too good,the coloring itself is bad and the water is looking like plastic. The sky is good though. so work hard and make good walls.
