[Edit #2] Hmmm. I know I haven't done anything about the moon (school commitments eating up all my time T_T), but I just decided to do some short messing around and added a texture, for those who may like textures.
[Edit] Firstly, thanks to all commented! :) I've taken into consideration the very bad moon, so here's a moonless version until I can find the time to make a better one. I'll be overseas for a period of time, so I won't be able to work on it for the moment :(
Um, so here's my new Hakuouki wall that I've been working on and off since, like, months ago. Lol.
We don't know what exactly happened to Saito, but I am imagining him taking his last breath under a full moon with the spirit of the Shinsengumi behind him.
My lack of creativity has led to nothing except the background -___- Saito is vectored exactly as he appeared in the scan. Mainly because I liked the art style, and partly because I don't have the skills to make him look nice in any other way yet.
I know the cloth wasn't supposed to fill up so much area in the original scan, but I liked the sense of space from having a large cloth sprawled in front of him.
Anyway, this was the scan I used:
Vectoring the hair was a nightmare, but the petals were worse. I've never had a more monotonous job tracing the same thing over and over again. But I persevered because this scene wouldn't be complete without the petals! >:O RAWRRRRRR~!!!

The colors all nicely harmonize, IMO. The is rather clean and detailed; however, the red of the petals appears to be fuzzy or too sharp in areas. The flags in the background are a nice touch to the wall, though, the moon seems flat compared to the good detailing on the character. It contributes to having the character as the main focal point a bit, but it being a plain dot makes it a little distracting, especially with it being next to a red petal. Overall, though, I think you did nice job on this! The simplicity of the BG complements the vector. +fav

Thanks! :) I'm sorry about the moon, I couldn't think of any other way to draw it as I wanted clean edges to fit in with the rest of the vectoring. About the fuzzy reds of the petals, I think it might be the result of AP's jpeg compression. The version I uploaded on deviantArt doesn't seem to have this problem, so you might want to download that version if you'd like :)

I like the style of the wall you've created, it's bold and bright and catches the eye the minute you look at the home page, at least that's what I found it did.
Although you have kept to the scan of Saitou, and declined deviating from it at all, it's quite well done. Your colours were chosen well and the vector itself is neat and clean with no colour leaks that I could see. The lineart on his near hand looks a little untidy to me, I would have liked to have seen you neaten that a bit.
Your background, although simple gives you the feel of exactly what you were hoping to accomplish, here is this penultimate warrior valiantly fighting back deaths'hand on the battlefield, the Shinsengumi pennants flying proudly behind him, representing the unfailing spirit of these swordsmen. It really does evoke quite the sense of his final moments.
Though I must have a little gripe over the 'moon'.... that white dot =/ It really does draw the eye away from the rest of the scene. I think you could have changed that by having the moon larger and not all of it visible, have it set slightly off screen. Also, there are many brushes out there that you could have used to have given the moon a little more depth. Use the brush as a separate layer and lower the layer opacity so it is just a hint of shape, that way it's not staring out at you, oh that's a brush. Even better you can use the brush as a template to vector the moon patterns. I quite often use that trick for small details, it really does come in handy.
But really the moon and the hand lineart is the only thing I can really find to pick at, other than that it's a lovely wall. Basic, but with Oomph! Great work!

I’m glad you didn’t paint or over-shaded this. The whole comic-feel type of vectoring really suits him and the overall scene you went for (plus a like this type of style a lot). I’d have textured some parts of the character (excluding the skin) and background to spice things up a bit more. The banners in the background work, but the moon (as already mentioned) looks somewhat odd (like a dot in the sky). I think the whole thing would’ve looked better without it to tell you the truth.
Don’t be discouraged by the ratings. This is definitely a good-solid wallpaper that deserves a bit more than what it’s getting right now, imo.

Haha thanks! Don't worry, I'm not discouraged ;) I've always made wallpapers because I liked making them, so I won't stop just because of low ratings ^^ I did try out a bit of texturing, but I decided that I liked the solid colours more...That aside, here's a moonless revision ;)

how this is not at the very top right now is beyond me, but this is a nice, clean and crisp wall. Love the simplicity of the wall, and the vectoring is great, what else can i say.
