I was suppose to have completed ages ago but then my windows in my laptop decided it hated me and I had to complete it soon because I was getting all squirmy seeing it just there. My windows still hates me so I had to complete it in my desktop which is pretty slow and I don't really like opening it but I just had to.
First of all I would like to thank backo7, AnGeeChan, alenas and CyanideBlizzard at MT, srsn (MT as well at AP) for their feedbacks! Thank you very much. I took all of your suggestions into mind but I'm sure the wall still has lots of flaws. I'm not satisfied a lot with this much but the desktop is so slow. Ughh >.>

Inori's dress was like so dull added a pattern. I swear they are the best thing ever. The cloud stock, and building stock from Anime Junkie resource pack.
Cloning tool is also another handy tool. I swear. There was another cloud stock, I can't seem to find it right now. I'll add that when I find it. Texture on the building.
My playlists while doing this: AKB48, SKE48 \m/ and some Buono!
Somehow it looks so dark in Linux -_- FEEDBACKS ARE MUCH APPRECIATED!

I can see what your goal was with the blending but the buildings look flat against the background because the lighting on it is wrong. There's also an inexplicable amount of light on Inori for some reason, that is not present anywhere else. Think of it this way: She's the lowest object on the ground. Why does she have light hitting up to her wrist if the sun is set that low and on the opposite side of a building? Instead of a steady gradient of light, try highlights on certain areas instead - this includes on characters and the buildings. The buildings currently have the same amount of light on its front side on all areas from top to bottom. Just because it faces away from the sun, doesn't mean that it doesn't deserve a gradient of darkness either.
For rain, try brushing on random drops/streaks as well. Don't just use filters. The streaks are way too long and steady.
Overall the colors of the wallpaper is a bit dull. I think if you'd created some more contrast it would have had more of a punch.
Keep at it. You're one of the few new wallers I see do scenic, so as a stock whore myself, I'm rooting for you. ^__^;

I really agree with Red-Eclipse. I applaud your work. It's pretty well done overall but there are some things you can take into consideration and I think you will be able to create some awesome works. I'm not an artist...I've only made a few mediocre walls, but I can tell the wallpaper does need more contrast. It's great to have some dullness to set the mood but something in there needs to POP or stand out. I'm not creative though so you would have to figure that out yourself! Haha. Anyways, keep working at it! It's great to see more Inori walls!

if the rain could be a little bit warmly, then this wallpaper could express very well how I fell :D I like so much the colors that you used (they're not my favorites, but the contrast is very good). I appreciate your hard work. It's hard to redraw everything, I know it, because I tried this too. Okay, enough talking. I think that you understand my message^^
