I've been working on this off an on for about half a year now. I wanted to create a new Sailormoon wallpaper, but I wanted to do something totally different. Since the same designers and animators worked on Cutey Honey Flash as did Sailormoon, I took an LD Image from CHF and redrew it so instead of Honey and Natsuko, it was Sailor Moon and Sailor V. The line art was actually pretty easy as I had a working copy of Adobe Illustrator, but then my computer crashed and I lost it and had to color it by hand in photoshop. It wasn't easy.
I think it came out quite well and I hope you enjoy it!

Sorry to say, but I doubt this wallpaper would be any good. Is the usual simple anime characters versus filtered stock background, which by most people results in a complete mismatch. Here is the very same. I told just yesterday to somebody that it needs serious skills to incorporate a stock photo into a anime based wallpaper so that it will blend without problems. The redrawing itself reminds me rather a vectoring attempt, but due many lines look rather "off" and is the same lineweight for all of them the already simple image gets even simpler which is another blow againts the real life stock photo. Not at least the very strong contrast colors of the characters are the anotehr problem, the background is clearly oriented towards purple, and the other colors are basically fading. What to do? More complex characters or simpler background. Since the first is rather hardcore, in your place I would go with a simple abstract background which would have colors close to the displayedcharacters, and focus on using brushes and textures.

It's all a matter of taste. I myself am not overly fond of abstract backgrounds and the painted city look is exactly what I was going for as Naoko used them so often in the manga and they appeared so often in the anime. I do agree with the vectoring, I wish I had had a working vector program to color it as I did to do the outlines.

First of all, it's good that you linked to the background stock images, but I wish you'd done the same with the image you used as the base for your vector, for comparison purposes. It's best to list everything you used when making wallpapers, just so we could have an idea what you were confronted with, what you changed and how difficult it was.
Now concerning the vector: the lineart needs some more work, specifically the ends. Try erasing them so that the end points don't look so round. As they are right now, they look like they were drawn with the brush instead of being vectored. The color scheme isn't too fortunate either, those colors look like the basic ones in MS Paint; I suggest picking less vibrant colors - I know that's the color scheme for the characters, but that doesn't automatically mean it'll look good all the time. Also, be careful with curves: your lineart looks very choppy around the hair (again, as if it were painted with a brush). And I'm not quite sure I understand what you did in Photoshop; you do know Photoshop is a "working vector program" and you can actually vector with it using the Pen Tool, right?
The colors of the background don't match the ones on the characters. Yes, I understand you were looking for a more abstract and Naoko Takeuchi-ish look, but this isn't a manga and you obviously need to adapt your work to the different medium. There's absolutely no cohesion between the foreground (vector) and the background (city): the vector is vividly colored and "shiny", while the city has that strange effect of looking blurry and sharp at the same time. Like akiranyo said, blending stock images isn't an easy task when you have an anime image on your hands - and since the Sailor Moon anime style is simple to begin with, it's even more difficult here - but you should learn not to rely on such heavy filters (which come across as lazy on your part) and work more with the lighting, colors, angles etc.
You need to make the characters interact with the background somehow. For example, you can place the bokeh above Usagi and Minako, that'll at least make it look like they're part of the same scene (the white lights aren't enough). In manga, this type of abstract background is there to either convey an emotion or fill up space, but you can't have that in wallpapers unless you're insanely good at translating the manga look to this medium. Again, I think combining an overly filtered background and a very simple vector is an unfortunate choice and that you need to work more on blending things with each other.
