I was playing around with styles.
Two gradients meet in the middle with the extracted figures. I decreased the opacity of the bottom because it creates more of a reflected look. I then added clouds with a decreased opacity in an extra layer over this before adding in the skyline- it's London by the way- I then blurred it.
In general I was attempting to copy the bg from the original scan. I don't really know the premise of Vocaloid so be nice about that please.

They're wearing historical clothing so it's rather weird to use modern structure as the backgrounds. It's best to change that with older style architectures.

Nice re-composition of the scan. It looks good and flows nicely. This is just an idea, but maybe you can add in some shades of reds in the sky so that it creates a more dynamic color scheme. Everything else looks fine though

I admit I kinda like the idea with the two time periods clashing, it doesn't look as strange as you'd expect. The color scheme is good as well, and the contrast almost makes it seem like there's only orange, black and white (and gives the entire wallpaper a dramatic feel). And I love the gradient and reflection on the bottom, I though it was a minimalist ballroom when I first saw the thumbnail!
However, I do have a complaint regarding the couple: it's obvious they were extracted. Which is to say, they stand out - and not in a good way. Almost everything in this wallpaper looks smooth and shiny, including the bottom part of the characters (surprisingly); it's actually the faces that disrupt the general look because, as a result of the extraction, they're blocky, blurry and lack details. I'm guessing the original scan (which you should link to in the description, by the way) is like that, but this can be amended by either vectoring the character's noses and eyes or taking them from other scans and blending them with the scan you used here.
Either way, it's good to see a more simple wallpaper with a quite unusual style, which works. Looking forward to more, and good luck on your future works! :)

I personaly don't mind the buildings that much, in my opinion in the victorian era, is a chance there that buildings similar to them already existed. And except the extraction issue mentioned above, my main problem is that the reflection is much more like a inverting of the very same (characters, clouds) as a real reflection. You should more play with the opacity and blending modes, also consider the possibility of transforming and various blurs.

Great work, the use of orange with white clearly gives the feel of that age (by looking on their clothes), only problem is the background, try making it suitable to the age.
