Hi guys, I saw this scan with its blurry sword and wanted to make a swish effect again, I made the bg light and airy and put some swishy type effects on, I think I did a lot better than my last attempt with the panty and stocking wall but I still need to work on this effect some more next time! I hope you enjoy my attempt and feedback is very welcome I read every one :)

I've been having a lot of fun playing around with colors, I was going to move on to try another style of walling like I did with my eva walls but I decided to give it one more try on this style when I saw this image.
So how many more of these pieces is going to be your last try?
Honestly, I'm glad that you've found a style that you like working with. It's great that you've developed a pattern and are able to execute, but I'm going to be perfectly honest. The strongest piece you produced with this style was the Asuka one, and nothing has been able to reach that level since. I don't mean to say that to be rude, but I say that to try and point out to you that, at this point, you're just beating a dead horse with this technique. I like the aspect of using a fun and bright pallet with Lily Saber, but this white background/rainbow style coloring needs to be set aside for a bit while new ground is broken. Especially for a piece like this, where I'm not sure what exactly the theme is.
Blurring the sword was a great idea! However, my biggest problem is this is just too darn light. With that white background and using the similar technique you've used on your previous wallpapers has made Saber incredibly light. While this isn't bad, it also isn't the best for anyone staring at a monitor for an excessive period of time. I've got an LED monitor and I have to say it really is a bit overwhelming.
I don't mean to be harsh to you at all, you've definitely got some creativity as displayed by your previous works. I can also understanding your reasoning for sticking with similar style wallpapers, but I do have to be honest in saying that I think it's best to go for an overall different style for each of your pieces. Otherwise all of your work will just start to blur together, and that would truly be a shame. By no means do you need to, as this is simply a personal suggestion and we all have our own unique styles, but considering what you stated last time I feel a bit confused by all of this.
Good luck to you in the future!

Much too light. I get that you were going for a movement effect on the sword, but the rest of the image is so bright that the effect looks more like you erased part of the image. I have my monitor adjusted for brightness lower than 50% and even I think this is too bright; most of what I see are some blue and pink shapes here and there, apparently floating around white space. This needs at least a black layer on Overlay to make it a bit darker: like I did here; this helped bring the colors out and actually made the background visible. You should consider making your wallpapers darker.
If you're aiming for a minimalist look, try something different. Your other Saber wallpaper was very good in terms of that - simple (but not too empty) and with colors and contrast that were pleasing to the eye.
With all due respect, I sincerely doubt that. Like CrimsonCyanide said in his comment, you've received quite a few suggestions on improving, yet continue on the same path and receive virtually the same comments . If you are happy with this style and don't want to change/improve it, you should say so in your description - honestly, it's great that you like this style, but you should let us know if you aren't planning on modifying it. Nothing wrong with that, but if you don't say it, we'll automatically assume you're out to improve and we'll comment accordingly.

I wanted to start off by saying that you made a great choice in scan. I'm loving the smile and Lily Saber :).
More onto the art, the light and airiness of the wall matches the scan, but happy joyous. However your attempt at swish effect was incomplete, the blur was helpful, however because the background was done so lightly, the effect is hardly noticeable, suggestions I recommend would be lighten up the wall, and introduce a some sort of background art like a trail of bubbles or a darker accessory like other characters to help show the blur motion.

I like the color choices for the most part, the light blue and pink go well together. The orange on the bottom left looks a bit out of place to me though. Perhaps a light pink would go well there too?

well,great job.NO doubt!!!
first of all, saber in pure white armour is not very often to see(i mean compare to the white and blue one XD),so,i pretty like the white armour saber XD
and the haze is just fine, not too much, didn't go too far.it's hard to control, but i think you did a great job on this point :)
eh,at last,a little pity——the sword. the haze made the sword just like a rust broken sword :(
saber is moe!!! XP
all above is my opinion.just keep your pace :)

Have to agree with dbzakj, the orange part in the lower left hand corner bugs me a little. But the overall faintness is really to my liking. Well done. SEIBAH!
