Since its summer time I wanted to make a wallpaper of how it is in Florida during the summer. I like summer but I hate being hot. So in the rain you not hot and that gave me my idea lol.
This wallpaper took me from 9:30 in the morning till about 3 in the afternoon so actually it didn't take me that long to make it. But that is probably because I already had my idea ready when I was making it and I wasn't making it up as I went along.
I picked Toshiro because he is my favorite character in Bleach and also because I loved the PNG i got from animeplanet.com It was perfect for my theme.
A song actually inspired me to make this wallpaper. Its called "The Return". Its from the movie Spirited Away. Its really pretty and I think you should listen to it :]
My signature is in the bottom left corner as to not take away from the image.

It has potential, but still needs lots of work.
I don't think the blur is needed, and because of it you can see a fine line of white around Toushirou. I'd clean up the extraction if I were you. There's also something on the flower, I can't see what it is.
Also, I don't think a graphic pen effect works with the wallpaper. If you're aiming for a rain effect, there's tutorials out there that can help achieve a more realistic look. I don't think the darker font behind 'summer rain' is necessary either.
If I were you I'd take this wallpaper to Session Zero and ask for help on it.
