Apparently the filename thing is partly to do with server load. When things calm down after the initial excitement of people exploring the new site, it will go through and generate sensible names.
But given they had sensible names before, it does make me wonder why they've been changed and then they're going to be changed again :/.
I think there are some nice ideas kicking about, but I have to wonder how some of them are going to be moderated. I mean, the whole "upload an improvement" (I was seriously unimpressed when something like this happened to me on minitokyo) seems like it might be complicated and people being able to submit across multiple categories feels like it could become be a headache.

I'm waiting to see if the front page and style grow on me, but the thing I always dislike about updates is the changes in functionality. Everything now seems to be group based, so if you create a journal, then that's a group and if you want to add a new category, that's done via a group.
Which may all be good ways of doing it, but it's more the confusion of now not knowing how to do anything that winds me up. It's like I've got two scans that are actually vectors, but I'm guessing I forgot to put the 'vector' tag on them, so they've gone into scans... and I've now no idea how to move them :/
One thing I definitely don't like is the filenames. When you download a scan now it comes up with a completely random filename that doesn't even have the series/artist category in it, so you don't know what they are.

If you have a bank account set up as linked to your paypal, you can pay via the account, rather your credit card - billing address shouldn't matter then. You can also transfer cash into the paypal and then make a payment if that's easier - just click on the "add funds" link.
Credit if used?
Yeah, the 'render' in planetrender and sites of that ilk unfortunately tends to mean "extracted from a screncap" or "extracted from someone else's wallpaper". That means you should generally avoid them like the plague.
However, what those sites intend to provide are characters extracted from scans that can be used in walls. Somehow 'render' has come to mean "rendered from a scan", so it's basically an incorrect use of the word.
[Questions] Wallpaper size / advertising
I'm not sure AP has a policy in terms of walls that "advertise". I guess fundamentally if it's a good wallpaper and otherwise obeys all the rules for walls as laid out in the guide - http://www.animepaper.net/faq/wallpapers - then it would be acceptable.
Oh, and you should try uploading it in session zero to get feedback on whether it is a good wall or not.

Unfortunately, the "anime" page that lists them all doesn't keep track properly, but you can often manually enter the url - just remember to replace the spaces with dashes.
Problem with resolution.
Also, how big was the file you uploaded in terms of megabytes? If a file is too big, the system re-saves it and that can result in a poor quality file, especially in red areas like your wall has. (Or at least it used to do this - dunno if it's changed)
You need to balance file size and image quality - use "save for web" and adjust the slider to balance them. And see the FAQ for info on max wallpaper file size.
Category additions - turnaround on requests; automation?
I normally find sites like ANN to be a good starting place. If you do a search in their database then on the page it lists alternate titles which you can cross-check with the scan gallery and/or the drop-down list on the submission page.
Your permissive policy would be nice in an ideal world, but as well as the types of unwanted category hatesyou listed, what would stop, say, a disgruntled user putting dozens of offensive words as category titles?

art-book buying
I'm perfectly happy buying anything from 'family friendly' all the way on up to proper hentai, so I'd never really look into it from that point-of-view. My only fear would be customs seizures, but that's a pretty random process - they mainly just hit me for tax if anything.
My assessments of what artbooks to buy are only really based on two factors - do I like the series/artist? And is it going to have plenty of good-sized, preferably colour, illustrations?
Thankfully nowadays there are several users on AP who upload just about everything from the anime series artbooks I'd be interested in, so it's possible to preview them that way (assuming you can work out which book they're from any way).
In terms of artist's books or more random collections it's trickier and while I'm generally more happy buying blind to find a gem it's pretty much pot-luck and that can put me off.
Oh and of course there is a third factor - finances. These books are horribly expensive when you factor in shipping them half way around the world. It doesn't help that exchange rates are all over the place at the moment either. I've not been able to justify buying anything in months :/.

I Lost Papers For No Reason.
If you use a public PC (e.g. at an internet cafe or at school or even if you have a shared family machine) then you need to be absolutely sure you log out properly (or lock the machine) whenever you leave the desk.
Also as the guide explains if you click on the image in any way then that counts as downloading too - it's not just if you click the "download" link underneath it. Even if you don't save the file or let it load completely that counts as a download and costs you paper.
Wallpaper submit issue.
Well it's not an easy rule to enforce as unofficial/official is all about what you happen know (especially with things like guest artists doing DVD covers, etc).
But those are different issues to saying the rule didn't exist :).
I'm sure Nik2007 is a perfectly reasonable person and understands a bit of human error.

"the rampage of haruhi suzumiya" was submitted 1 year 9 months ago. We didn't have such a rule back then. Yeah we did - correct category rules (including 'official art only') have been there since the gallery was introduced. (certainly more than 2 years ago).
It's more likely whoever approved the other one didn't realise it wasn't official.

The layout really works. The use of colour is great - simple, but providing appropriate emphasis. And of course the paint-splattery look is a good design element, but you've also managed to prevent it overpowering the rest of the wall.
