Well, if your wall got rejected probably they gave you the reason for the rejection, didn't they? Looking the wall, I can say that the character's lines are jaggy and its colors are grainy, so I think you should work there. Good luck & work!

Work on the render it looks jaggy but IDK why it wouldnt be accepted,it looks really good

The background concept is there but the above problems are holding it back in the quality aspect.

Your character is slightly jaggered not just the outline but inside of the picture like it was resized roughly and squashed out of shape. Also the picture has been filtered and blurred too much which has affected the quality of the image.
The grass seems way to overfiltered and blurry. Actually nearly everything in the background seem very blurry. Some added definition and clarity would definitly help add impact to your wall.
Also I think (perhaps?) your perspective is slightly off. The windmills (generators, whatever) are at a different angle to your character. This makes the character look slight akward.
Slightly brutal but you did ask, I hope that helps :)

The character is a bit grainy imo, bg rendering for the colors dont really flow? it kinda stands out in chunks. Also, I find his hair a bit... disturbing? it shines too much?

Looking better, it may be accepted now but I still think you should use diffrent grass
