well, its better than i expected
the front scan is cleaned, the child suzaku need to be cleaned, use the smart blur in photoshop to do it...
i wonder why there is that 3rd hand in there o_o, try to put him like he's catching the butterfly on the title so it looks more natural
after that try submitting, it might be accepted

Please do not post your wallpaper directly in a thread. ^^; always post a link through a text string or preferrably a thumbnail. it's easier to view and it doesn't break the page's layout.
onto the wall:
it's a little odd to see stars in a daytime sky, but i don't know if that's something special to code geass, as i know very little about it. and i think that actually, you don't quite need the translucent bg image of suzaku as a child + that extra arm. having one image of him is good enough.
quality wise, the front scan is decent, although i must say that personally, it's weird to see a halo of blurred color around him (that probably comes from a blurred duplicate underneath the unblurred layer of the scan). i think you are trying to soften the edges and ease the transition from scan to bg, but maybe you can decrease the blur radius or something, so you don't get this band of soft shadow all around suzaku.
the large text looks jagged on my monitor...i don't know if that's just me. but anyway, i think black doesn't suit the text. black is kind of boring and it doesn't express the mood of this wall very well. consider choosing a dark blue or something to go with your current color scheme. the same can be said of the butterfly design.
as a last little note: i would suggest that maybe you smudge the edges of the clouds a little, as they are a bit stark white against the blue of the sky. however that's a matter of taste and what you have is okay too.
that's about it. you have a good idea so make improvements on your wall and hopefully you can get your wall accepted into the gallery. :D

just to add one more thing, the "kururugi suzaku" text, remove it, it don't fit the style
and its kururugi suzaku, not suzaku kururugi... (the last is the american version, its wrong)
Just remove the text stroke
