nice start..
i wonder if you could put a link to see the original scan... cause the characters look a little blurry... maybe you should clean the scan...
i think the logo looks nice...
you should add a sky... try using some clouds brushes... and maybe add a sun... or a moon if you want to make a night scene... although i think a sun would look better because of the colors you have used in here

Did you dissolve the clouds ? ... because they look dissolved XD
I wouldn't dissolve the clouds ...try to make them look as natural as possible , more fluffy-like :D .

Try adding some shade under the tree. Right now it looks mostly like a very large trunk with no canopy. Not very tree-ish at all.
- Adding some shadows might also help your wallpaper. In my opinion you need to add more stuff to the background.
- And I would definetively use the petal brushes that Blazer recommended to you.

and search for some other kind of clouds at deviantart... check out this wall... i think this kind of clouds would look better... http://www.animepaper.net/gallery/wallpapers/tAtEkAnE/item10150/
and as everyone said before... adding some shadow to the tree will look nicer and i think it will blend better...

Mmm i think you need to work some more on the clouds.. cause the sky still looks a bit empty for me...
i think that the shadow of the tree is not right placed...
and you need to work a bit more on those leaves... try adding leaves on different sizes...

ohh this one looks really better...
i would make the sun more yellow and bright... you can also add some bright lines... for giving a lighting effect to the scene...
you need to work some more on the leaves and add some more leaves too...
and try adding some text on the left side... for filling the background a little more.. cause it seams a little empty on the left side....
