This is answered in the commonly asked questions sticky here. More details are in the wallpapers section of the guide. Also, since you're new, you might want to read the guide since that details all the rules and regulations for the site.

When downloading many wallpapers you will reach what is called a "Leacher Limit". It is there so that people have to contribute to the website and be an actual member of this community in order to download anymore wallpapers. I beleve that 15 is the maximum amount of wallpapers that you can download each day. Once you reach that limit you will have to do some posting, commenting and faving wallpapers, in order to get the ability to download more. Though if you wait till the next day it should reset and you will have the 15 wallpaper limit again. Again they do this so the members will post and help eachother out and that makes it more orginized.
^-^ Hope that helps!

@ Vagetogt - the 15 wallpapers per day limit and the contribution limit are different and independent of each other. Do not confuse the two together.
Even if you have not hit the contribution limit, you can only download 15 wallpapers a day; posting more does not let you download more.
On the other hand, if you have hit the contribution limit, waiting for a day or two will not help you get your downloads back, the only way is to contribute by posting, etc, until the system thinks that you have contributed enough - then you will automatically be able to download again.

Ah, well I am also a fairly new user to this site and I'm impressed with the gallery. I was thinking about donating $15, that would get me 10,000 papers right? How would the other features (unlimited walls, scan discounts) work with a one-time donation?
Yeah you cant always download and not contribute...just forum a couple of times then your good^-^

Sigh.. I've been commenting and foruming. Still not working. Forcing people to do something only results in a lower quality of that act. Thus leading to stupid forum topics and the inane comments I see everywhere that the administrators keep stressing that we avoid. I'm not sure who's the genius behind this but alittle background in social theory would help.
ETA:
On second thought, it's better just to donate. 1000 papers for every dollar donated over $5. Given that this site produces some of the best wallpapers on the web, it's well worth the cost.

One way to get kicked out is to post up repost threads like this and posting in the wrong forum, next time post in the right section, saves you and the mods the hassle

It would help run the site into the ground. Bandwidth needs to be controlled and the contribution limit is their means of doing so. Your social theory fails to take that into account.

He has a point there.
This is a non-issue. Controls are set in place taking into account long-term factors.
