I find the scan appears a little blurry especially in contrast to the crisp background... I'm not sure if that was intentional as soft focus or not though... aside from that all I can think is it may have been mistaken for a cropped image rather than something that's been constructed.

I have put so much work on it. I have even recoloured some parts of it. If you see the original scan (i'll upload it sooner or later) it's really bad...
And about the back:
I made the notebook-paper myself and redrew the whole book which i extracted from somewhere.
The floor has its basis on a real stock photo which i modified and partially recoloured :s
Took me two days to finish this and i thought that it's one of my best wallies, mainly cause i have worked too much on it! XD
About the bluring part you mentioned
1)Yes i wanted to give this "soft&want-to-touch-it" feeling
2)I use a 19'' LCD and have adjusted the brightness~settings parts in a peculiar way so it may look odd on another screen

lol... I am familiar with the original image and am aware of the changes you have made. The only other thing that occurred to me is the following from the submission faq:
"Finished, quality wallpapers made by you depicting anime characters (or game characters in a similar style) from named series."
It may be the unidentified origin of the image that is preventing its approval.
I put it under category Tony Taka which is the original creator of the scan :x

It's a bit too "In you face" with emphasis on the breasts. Seriously now. What did the mods say when they rejected it? The paper is too crisp while the rest of the wall is blurry. The way it's cropped/positioned doesnt make a really attractive wallpaper.

She is a bit too close and she has a tear on her cheek, maybe you could use that to your benefit, change the writing on the paper and give it a softer feel and remove the drawing from it. if you shrink her down you could have room for something like a picture of her and someone on the floor to show maybe that is what she is crying over.
Hmm .. too ecchy could be the reason, I can't see what else could be rejecting it.
I don't mind the super close up placement of the scan actually - though I do agree with the others with reducing the sharpness contrast of the foreground and background. Personally would prefer a mirrored version to make for some icon space on the left hand side - unless you put your icons on the right hand side :)
Should also watch out for filesize because 800kb+ for a 1280x1024 seems a bit large for me - though I don't think that's anything to do with it getting rejected because I think they just run a automatic script to reduce the quality of your image to the max limit - which may cause your wall look crap in quality but shouldn't stop it from getting through.

The perspective seems a little wonky to me - the things on the floor (and the floor itself) don't quite make sense with her orientation.
I don't know why it was rejected, though as it seems okay to me. On the ecchi front there's more revealing and ecchi stuff already in the gallery than that, tbh. Plus, although her nipples are visible through the top, it's not like you can actually see them. The fact she's crying and aroused is disturbing, but hey, it's tony taka and so you'd expect that kind of perversion, but you can't actually see anything.
