Wel this is my second wallpaper with a scan of FLCL:

I think the scan is ver good and i tried to make the background fit in the scan.
I still feel something is missing here but i dont know what ....

Extraction is well
but the lines in the background are tooo jagged and need to be smoother
i suggest a vector because right now the art filter does not match with the scan
and because of that, it looks like he's just on the bg and not on it
maybe you should have your sig just a bit smaller and different color
bg is too blurred for another
and it is simple
maybe something inthe water, like a boat or something
then maybe somebirds
but have some more clouds texture

Yes the character doesnt look like it belongs to the bg but using vectors wouldn't leave it abstract?
Well, the character has that crispy clean sharp feeling
but the background looked like you used too much filter on it
that's why it doesn't blend very well
and vectoring it won't make it look too abstract
if you do it right and ...you really don't know unlesss you try sooo

Hmmm...I think your problem there is the BG...you better work on that and don't blur it much because it really doesn't good...
and the other thing is your sig,the problem there is your sig is to big and the fonts is not siut to your wall...I suggest you use the font style tahoma and the font size is 9,I think it will look nice and other thing don't use that kind of color just choose between black and white....

Its really nice, but you can see a little bit of the original Manga lines on the bottom of the bass and betwen her an the bass. in both sides of the neck. Besides, it would be nice if you can lose the shadow efect that is used in Manga and leave just 1 color tone instead of that.
The BG is too blurry. And simple. If you can, get a better one or clean this one. And use another font for the sig. I dont think is a good idea to put the name of the char on your sig either. By the way, haruhara Haruko is a female.

Well i did some changes:

The sig is much more smaller.
I always keep the original ones unchanged for mistakes like this but the prob is
i have to acentuate the edges or it will look like that the character doesnt belong to the bg.
Only now ive read the advice about making the shadow normal, how could i do that?

I think your character need to be smaller (it is too big), just make it more propotional
And put some shadows because your character it looks floating

i can see the shadow being on the floor, ...but..
since there is no floor,
that'll be kinda hard
because the light seems like it's from behind
maybe you should get rid of the little dots on him for shadow
and input solid colors instead because i think that will make him more "into"

I agree with the others on the jagged lines, they should be cleaner. I don't see her blending very well with that background, unless you want her to purposely stand out. It totally doesn't look like she's sitting on the rail, more like she's just in front of it. You should also try doing your own screentones, it'll look better.

Removing the screen tones used in the manga and replacing them with your own softer tones would definitely improve the image. A lot of what's making the image look so off is the fact that the character is almost as big as the area she's sitting in, so to make it proportional you should size her down a bit.. and to make her look like she's sitting on the rail more, maybe place her a tiny bit further back on it? Even just making her proportional to the rest of the picture out of all of the rest of the suggestions would help a ton.
The photomanip bg doesn't work well with the scan as is, it's still too realistic, and any further filtering would probably just make it more jagged or blurry. You could repaint the scan to fit the background, but then you'll have a wallpaper in grayscale; not very intersting unless it's done with some specific artistic intent.
Might be more interesting to vector the background outlines and do it in manga tones also, for a completely manga look. You could throw in some groovy patterns as well.
Yumei's got a point about the proportions, too.
