When I saw this scan go up, I was extatic, I didn't even mind my accidently clicking it twice and losing the extra 50 papers, I extended the strands a bit to fill the wall and made it black and white except for her bow which I wanted to give a lot of focus to, so that's why the wall's blurry, because it's supposed to be. Since Rei is such a lonely character in Eva, so I think the lone red bow gives the wall that sense of lonelyness. Let me know what you guys think.

Although the bluriness is intentional, I think that it's not that effective at isolating the red bow.. I think that you should retain the original scan's sharpness, the colour contrast is enough to isolate the bow. On the other hand the bow by itself stands out too much, how about colouring the bandages/ribbons red too, so it will be a two-tone wall?

The blur just doesn't work. It can be kinda 'dangerous' messing about with the chara image too much. The problem is that this is all about anime wallpapers, so people kinda expect to be able to see a chara from the anime in the wall fairly clearly :/. I'd look at other ways of creating focus on the bow.
Tris is right.. if you're working in black and white except for the bow that should be sufficient to allow it to stand out. And it's hard to comment on the background as well because it's too blurred :/

Here's a sharper version of the wall with the strands colored in, there's still some speckleness I need clear up, but other than that what do you think about the update

I personally think two-tone walls are fine. See http://www.animepaper.net/wallpapers/Rurouni-Kenshin/entry1926/ and http://www.animepaper.net/wallpapers/latest/entry3933/ for examples of black and red walls. I think you could try to remove the horizontal lines on Rei's uniform, and maybe sharpen the background moon and clouds a bit. Maybe you could add some shadows to the ribbons too. If you look at the bow on the uniform and compare them to the ribbons she's tied up with, you can see the difference.

I dont know if i liek teh strands being red as well... and she is too sharp compared to teh background. It is a good start though.
I think between the 2 versions you hav here, the image go from one extreme to another: 1st one all blur cant see anything probably; 2nd one, you hav everything sharpen :( with strands of very red strings.
your 2nd one has improved, except the scan need to clean a little more .. can still see the translines on it as dhias said.
I m not sure hav you seen it, but there are some blurry stuff next to strands, i guess it s your way of extraction, next time try using [select] -> [colour range] to pick out bits you want to avoid leaving bits behind
also i found the wall a bit plain on the bottom rite hand side .. some text will do the trick :D

I fixed up the extraction and cleared all the blurry crap around the strands I would have done more to it but I'm begin rushed out of my house while I'm posting this, leave a msg after the beep

i like the red strands, and a lot better now that you added the shading... i think reis a bit too fuzzy in this latest one tho... to make up for the difference in blurriness of the chraacter and the background, maybe sharpen up the background some instead? you could also try overlayign a dark red over the background, instead of having it be black and white, while still keeping with the 2-tone idea.

Sweeeettt...I love the red strings. I don't think you cleaned up the scan enough...esp on Rei's face. You can add more perspective in your wall because it just looks like Rei's hanging in mid-air high above the mountains or w.e they are O.o

I like sweeeettt, and that awesome word helped inspire the next fix. I sharpened the wall up and added a little bit shadowyness, I still have to go over some of the outlines of the strands, and the contor lines on Rei when I fix up the trans lines, grrrrrr sooo many different lines!! XD *gets up from faint* So... let me know what I need to do to make this wall uploadable.

Looking better, I like her name ghosted into the background. I still think you need to make her bow teh same red as teh other ribbons. I think this is nice and simple, and as such does not require much more work. I look forward to seeing it uploaded soon.
