Actually, its really nice, altho the eyes are not that well centered (it apears she is looking two different ways at the same time) but if i ignore that, its actually really nice...
The neck is really... chubby and the hair is kinda big and thick at the same time. Needs work but its a good effort. I give you a 9 for effort but a 7 for outcome. The body structure just doesn't go together.

Overall, this is a cute picture! There are some mistakes, but I don't know what to mention to fix... I think with time, you'll get a new perspective on your art and know what to fix because you've got potential. One thing that kinda bugs me, though, is the chunk of cloth that goes into the knot... I don't think that looks like a part of a sailor uniform, rather, like a scarf or something like that. Good luck in the new year!
Nice job with the colors... I think her chin needs to be brought forward a little more and her eye furthest from us should be slightly larger, but overall good work. The color choices are very good :)

Very pretty and cute pic! Just need to push back the neck a bit (seeing is how most animes tend to have small necks) and push in the hair a bit (makes her head look a little freaky when it flies out like that) make it curve.
Kooly pic. cute stockings^_^ her hand seems to be prettt perfect. the hand seems to be the hardes thing to draw for me, but it seem you mastered it^_~ it looks like you shaded the hair good^^ she has pretty eyes as well;)

my program of choice is photoshop ^^ a very powerful tool indeed
however i have yet to try out the seemingly professional sounding Corel Painter..
