Well first off the link dont work so fix that and then people will be able to help you alot easier

Image shack gives proper code.
Looks okay. The image of the hokage isn't extracted very well, the edges are jagged. Also it seems the images don't fit well together. The nine tails is faded but the hokages are not. Try and find a way to meld these pictures together with maybe a texture.

Okay first blur the edges of the hokage. to blend the rest together try erasing some of the edges on the images in the backgroung so they blend in as one with some grunge brushes. As for the fox demon try adding a nice glow to naruto to make him seem more intense and powerful.

Pay attention to the outline, you lost much on Yondaime. I know it's hard on extracting image. I suggest you to use vector, it's the best way to solve the outline problem. It'll be hard at first, but you'll get used to it. Try to concentrate to one image. You can edit Yondaime and get rid of other images. Put Yondaime to the right and you'll get more space to improve this wallpaper.

Your Scan is not that good in the extracted you must start extracted it again to looks good with the background and not havin' any problems with the wallpaper and its can accepted in AP gallery! first if you don't how to extracted scans you can find em out in Google or Deviantart ;)and the background is good but clean it to looks nice :D

I REALLY dont think that having naruto and the demon fox in wallpaper matches, i think you could simply take that part out and add some text on the right and some cool background design, just focus the wall on the 4th hokage, if wanna put naurto in it make it some kinda of father and son thing
