If you asked me, I'd say this one is of submission quality. The character is very clean and the design is noteworthy. There don't seem to be any issues with the colors or with the background and the focus is right on.
If it were me - I would submit it.
Hmm...I also wanted to note that wasting threads just to get paper doesn't seem like the greatest idea...if you're going to do that you could at least not say it and risk getting site priveleges revoked...
