Nice vector (i'm not good on judging vectors...but...what the heck)
All though Shinji's hair has a "hole" (as in, the exterior of his hair is not covered). I don't really know vectoring much, but, i guess you should "cover" that hole. Hmm how bout using changing the background color?
Sorry if this comment sucks.
Good luck (and it looks good ^^)

Looks great to me, go for it!
Before I start I have to say that for your first vector it's great.
There are some parts that needs improvement:
The vector looks a bit blurry as if you duplicated the layer and ran gaussian blur over it. Remove the blur, it will look better that way.
At the same time the line art is a bit jaggy. To fix that you need to export the vector in Inkscape at a higher resolution than 1600x1200 (e.g. I always use 2400x1800) and then resize it to 1600x1200 with a high quality filter (Lanczos, Bicubic or whatever it's called in PS -- you're using PS, are you not?).
I think you should add the white for the eyes -- you know, the stuff around the iris, the sclera.
Shinji is smiling to much for my taste, but may be just me ...
That's all I can think of to improve the wallpaper at the moment. And that are all only minor things, so good job :)

Yup agree with Icehand, the vector looks a little blur, but other than that its good, the vector is neat and the bg also good.
Godd Luck~

The vector seems good but need some little improvement
look at their eyes
otherwise this background match quite well with the scan
about the vector, the colors are too blurry

I'm of the mind that you could loose Shinji all together. With vectored black hair on a black background, it's extremely hard to make him out. Sometimes less is more. Either that, or add some light and shading to his hair.
