I think it's become somewhat a problem now and before it escalates any higher; I'd like to address the problem and perhaps mods could do something about it? I'm not sure if it has?
There are members who are posting random comments that don't even correlate to the wallpaper. They're just going around spamming. Who should I report these members to? Will fines or bans be given?

I just had the same thing happen to me... It usually happens occasionally, but 'apfans' just commented 5 of my walls, pasting the exact thing in each - in which NONE of the walls fit the descriptions in his comment.
Just use the REPORT button beneath your wallpaper thumbnail and mention the name of the spammer.
As for punishment, it will usually be a ban and all comments made by the person deleted.
However, I might give a hefty 10,000 fine (which I did for apfans and 52anime) and disable the person's commenting ability just for personal amusement though.

I'm pretty sure v4 has at least one thing that will stop a comment spammer in their tracks. Though what we really need is for people to either use the report function, as Dias said, or simply PM your friendly neighbourhood mod as soon as their walls get spammed.
I caught a spammer the other day who was posting a large ascii heart picture on walls and had been doing so for a good couple of weeks, and yet no-one had flagged it up :/.
LOL. Nice comment, I'd say. But these things happen on every gallery/forum. Just report it and the mods will do the job!
