Here is the most recent wallpaper that I have finished.

When I extracted Xianghua from the picture, I used the pen tool. She was a bit blurry afterwards so I used Shinta's Cleaning Tutorial to fix her up a bit. Any ideas on how to improve the background? Maybe I shouldn't have placed the two borders on the top? Is there a way to make scans a bit cleaner? I know the extraction may be off in some places, so if you guys/gals can gave me input as well on what you use to extract, I would be very grateful.
Thanks in advance for the opinions and comments!

I see your attempt at extracting the pic, at it looks fine! Great job! The borders don't really seem to fit with the overall wall; in other words, they clash with the green and red in the wall =P I believe you can remove them and the wall will look even better =D
I thought so... :( I was having an argument whether to have the borders or not. Guess I made the wrong move. Thanks for the comment, I really appreciate it.
Yeah i agree with HK btw try puting stroke outside 1px or 2
Um.. to me.. maybe I'm just too picky. The image doesn't have a very good quality since I still can see some grains here and there. And the stars on the bottom and top are too simple, perhaps you can try some fancier ones.. but that doesn't matter too much. As for the image of Xiang Hua again, you might want to soften up the edges so it doesn't have white "left-overs" visible and I agree to add stroke outside, 2px would be nice. Also, you might want to lighten up the image of her, so the wall (overall) doesn't look too dark and it can have some contrast and balance there. ^^
The top and bottom borders need changed. The color is okay, but maybe darker. Lighten the extraction of Xianghua and maybe change the green background to something that goes along with colors in her outfit.. IMHO..

Extraction still needs some work - there are bits of white around the edges of the chara still. To xtract I zoom right in to about 800 times and use the ploygon lasso tool to cut away what I don't want. It's really easy.
The problem with the borders thing is the complete mismatch in styles between them and the centre. If you want borders it's best to go for a more traditional black to make it letterbox screen style. In terms of the main part of bg I'd say you might want to rethink the colour choice - there's no green on the chara, so maybe use the blue there instead of on the border?

Your entire background needs to use colours from the character if you want things to blend in... I'd also suggest getting rid of the blue bars and having the same texture across the entire canvas.
Yep.. The blue bars can definitely go. Extraction is faulty, try applying a inner stroke or something to Xianghua to make it less obvious. The blue and green colours clash, and similarly, they clash with Xianghua's colours. I'd suggest changing the abstract-ish background to red-ish hues, and to make the render>clouds less obvious.
Xianghua is my favourite character, and walls of her are always good. :P What I find weird is the title, 'Innocence'. I don't see how it matches with the wall as ... she's in that... 'unique' pose and the background is just abstract.
It's just my... pet peeves though. =X
