I like it, but the Person on the picture is too big... That's what I think o.o

I'd reccomend using some sort of texture on that one, it's a liitle too plain for my taste. Also, consider using another font, or try getting rid of the alising on that one, because it really hurts the wall. Other than that, the char is extracted nicely and I like the feel, even if I can't figure the connection between Isiha and that ... is it a church, or a mosque?

As mentioned earlier, something needs to be done about the extraction. Some white leftovers are kind of visible especially around his hair and in other parts, the outlines are either having aliasing issues or look "eaten". I am aware that the original scan looks like that but you shouldn't let the scan control your extraction and quality. Extract Ishida like you normally would and then just stroke the outline. That way, you'll end up with a smooth outline.
As for character size, reducing his size a bit would be better. His head is a bit too close to the top at the moment.
As for the background, it would be better if it was a more urban setting or having urban elements in it. The building at the back with its more "renaissance" look just feels out of place. Possible choices would be near a building's entrance (which shouldn't be hard to vector) or maybe near a park.
Alternatively, you can go for a more desolated corridor look that you see quite often in Bleach when the characters enter Soul Society. That should be easier. A long desolated corridor with dilapidated white walls and the white tower (where Rukia is imprisoned) high up in the background.
That's my suggestion. The current background is okay but I don't quite dig the building and the moon. And if you look at Ishida's pose and expression, the background is just asking for something that exudes a feeling of determined loneliness.

Some kind of text would be nice and the cutout is a little rough (but you mentioned that yourself), other then that it looks fine to me
He's glowing, I hate it when they glow. try and fix it if you can.
The glow really doesn't suit the image and the new background doesn't match the anime too well imho
Also, there's a little too much white space but I'm not sure what you could do given the scan. The extraction of the character image looks a lot better in v2 with the smoothed edges.

Thats actually not bad, you need to sign your wallpaper though.
