For someone who says they aren't very good, you look pretty good to me! I'd just sit down, and really fiddle with the background and the positioning of things. You've got the ability to create graphics, you just need to sit down and find a really good concept. Try flipping through the gallery and getting some ideas from some of the papers here, some of the walls are quite unique and inspiring. ^^
The scan wasn't cut properly you an see a white edge...bu7t besides that its a great wallpaper

The Sharingan is jagged for some reason. The text on it could use a drop shadow or something to bring it out more.. The scan of Sasuke still has a white outline (extraction) and it's not well blended intot he wall. It looks simply like a scan pasted on a background. Speaking of the background, it could use a litle more work. Maybe better pattern? Just using one brush seems kinda.. lazy >_<

Really good, I like it, but I hate Sasuke.
Hmmm... if I were you, I'd left out the big image of Itachi on the back. Not only because they both facing the same direction, which is weird-looking, Itachi's mouth is covered with the Sharingan logo. So I think it would be better to focus on Sasuke only and the background.
It's also a good thing to keep the logo smaller because the red color clashes with the blue background a lot.
