That looks really nice and has a real potential to look amazing. The scan is quite grainy and the extraction is a bit off, but other than that, it looks really beautiful.
You've got the glow effect right (ie, the character is bright enough to produce a glow compared to the background), but this really shows up the jagged edges around the scan. You need to closely go over all the edges of the scan to improve the extraction and allow the character to blend in better with the background.
As for the quality of the scan, visible artifacts are present and you need to either re-CG the scan, or, better yet, trace round the edges and vector the whole thing. That would really make the wallpaper look special.
The background has a lot of good ideas, but there are some problems with it:
1. The photo is grainy, particularly where the sky meets the ocean.
2. The planet at the bottom shouldn't be there. It looks as though its behind the hill, but in front of the ocean. It just doesn't look right at all
3. Some effects are poorly done. The planet looks great and the stars look really nice, but the feathers and purple stars around it don't look right. Try using a motion blur on the stars to make it look as though they are moving with the feathers, and try to define the feathers more. They look too blurry and bright I feel.
Try to make the glow softer, but more spread out. Too much blow is compacted into too much space, if you get what I mean!
Also, make sure you don't forget your sig at the bottom of the wallpaper. Failure to include a sig means immediate rejection from the AP wallpaper gallery.
And one last nitpick - it's only 1024x768, which isn't really big enough for my 1600x1200 desktop. If you can, always try to cater for the needs of people with larger monitors - you'll get more downloads, more views and ultimately, more favourites in the gallery!
Anyway, other than the points I made above, it looks great and you obviously have a natural talent for this sort of thing I feel! Good luck with sorting this one out and good luck with future projects!

Doesn't look too bad. The wall seems to be a bit birght in some parts, especially near the top. The wall also may look good with some good text placed, but it has to be placed carefully, since it could kill this wall if it doesn't work out good. But as has been said, this wall has alot of potential, so keep at it.
