well if it's when they are teenager i would say shikamaru , with his intelligence he might beat win
actually we never seen what negi is abble to right now
he was trap by kisame 30% easely evein with gai , tenten and lee 's help
anyway i'll go with shikamaru because he is the only one who has shown his jutsu

I think it'd be Neji, just because I can't help thinking back to the Chunin Exam, with Temari VS Shikamaru. Would it be a friendly test of skills, or a death match?

Well yeah I'm sad but at the same time I'm really happy that something like that made me feel sad. It like ... it makes me feel alive you know...it makes me feel human.The only way I could feel this sad now is if I felt something really good before. So I have to take the bad with the good. I would have to go with Neji. He's like a wild card that's been held down and never really developed too much to know his potential. But we know he can give a beating. Shikamaru has the brains and determination. I'll still go with Neji because he's suppose to be the genius of his year. Sasuke was compared to Neji in the exams, so yea.

I would have to go with Neji too. I mean Shikimaru is a super genius but he has very little to no combat skills comapred to Neji. Or at least none that was shown. Lets look at it from what we do know.
Shikamaru knows how to trap people and make use of the things he has and around him. Thus giving him more of an enviromenta advantage. But Neji on the oher hand isnt stupid either, he may not have an iq of 200 but he has the byakugan and this way of the gentle fist.
In the chuunin exams Neji wouldve won, i mean shikamaru was not only too lazy to fight but he was smart enough to know who to avoid and Njei was one of thise peoople. But now in shippuuden, even if we havent seen alot of Neji's new techniques if he has any Neji still has the upper hand.

Shikamaru has made a very remarkable sufficient development in the Shippuden era. Not only his strategical thinking has improved, but also his physical abilities.
I would say any comparison here would be futile. In a crisis you need a strategy genius like Shikamaru, no doubt.

In comparison to their rankings, neji has the advantage. But as long as neji doesn't spot Shikamaru, he has more time to think of neat tricks, then he will win, that is if neji DOESN"T spot him, that's impossible. hehehe......I like neji, Neji will win...

Shikamaru head is a complete different thing.
he was able to create a plan to fight a akatsuki with not even complete info.
this just show the level of his intellect.
