By contributing , what does this site mean?
Ive contributed and posted, and well I cant take wallpapers anymore -_-'..
*sigh* You have to read The Guide. You can only download 15 wallpapers per 24 hours, no matter how much you contribute.

According to your user page, you've only made 16 forum posts, and that includes two here. And they're concentrated around two periods of 1 month ago and 2 weeks ago. No wallpaper comments. That's hardly substantial - you need to participate regularly. If you've waited 3 days and still can't download, then it's certainly the 'leecher limit' - you just have to contribute until it goes away and you can download again. Waiting around won't solve this.
If you want to avoid the leecher limit subsequently, it's not that difficult - instead of just taking wallpapers off the site, why don't you make the effort to give some meaningful comments to the author for each one you download?

I have seen people asking the same question latelly, perhaps there is something wrong with the site (doubt it), but I think the developers are away for a few days so we will have to wait
Not really that weird, it's just one of the leecher limits, as is explained in the guide:

If the above message is still displayed and you have tried waiting 24-48 hours and tried clearing your cookies, then you have reached the leecher limit.
The leecher limit is the number of walls you are permitted to download given your activity level. If you never post on the forums, and you never comment on the walls it stops you from being able to see them.
So how can you avoid seeing the message altogether?
Well, the simplest way is to join in with the community - post in the forums, make useful crits on walls, get to know some of the members, upload scans and make some wallpapers. This is called contribution and if you make enough good contributions, you may even get promoted and the limit won't apply anyway!
btw, it could just be the normal 15 wall limit - every time you click on a wall it counts as an attempted download, so if you keep clikcing "just to check if it's been lifted" you're actually extending the period you can't see anything for. An example of this is fully explained in the guide.

The sticky is separated into three parts (i.e. Gallery, Papers and Forum). Links are provided to each part and individually, each of the parts aren't long at all.
Have problems with scans and wallpapers, click the Gallery link.
Have problems with papers or don't know what are papers? There's the paper link to click.
Forum side problems? There's the Forum link that jumps to the Forum thread.
Searching high and low isn't a necessity at all.

Precisely what I meant. When people don't read and just ask, at least *we* can find the correct answers for them quickly.

I prefer that they get to read other questions while searching instead of being spoonfed specific info.
In my opinion, this is a good opportunity for them to read the Sticky if not the Guide. If they are only given specific info whenever they ask, when will the time come for them to read the Guide/Sticky on their own effort? Not understanding the Guide/sticky is one thing which the mods are willing to help out (provided they tell us that they have read and do not understand the part which needed clarification) but not attempting to at least try and do some self-troubleshooting first through already existing documentation and hoping for the generosity of others to do the searching for that person from the start is not really a good habit. Harsh? Yes. But everyone benefits in the end. It's a necessary evil that I believe we mods have to play out.
And knowing at least a portion of the sticky itself (or key questions of it) would have cut down tremendously the number of repeat threads in the P & S board.
