I believe Kishimoto intentionally designed him to be a boy hungry pedophile as a way to flesh out his character as well as to compare and contrast him to Jiraya.
What will happen to Orochimaru anyway after he more or less transfered his soul in his own right hand Kabuto? Kabuto-maru ran away somewhere in one of the chapters, but we don't now where? What is Orochimaru's plan while Jiraya is fighting the fight of his life against the almighty Pain?
