One Piece wall paper - Newbie

I've become a huge fan of One Piece lately, and I had the Chapter Splash version of this chapter title as my desktop. ...Problem was the aspect was way off, and the original red background was awful. I spent a couple hours trimming out the Straw Hats and put it on the background.
Picture had a very retro, Charlie's Angels kinda feel so I went for a background that was reminiscent of a time when gradients, natural colors and horizontal stripes were all the rage. It reminds me of the awning and pin striping of our old Jayco trailer.
I was planning on something more complicated, but this just looked good to me. Maybe some one could help me beef it up without over complicating it?
Please C&C , I'd like to get this up to a first-submission quality.

The extraction is impressive and it's a good centerpiece.
...but the idea isn't succeeding. A common mistake I see is when people build their color schemes off of something that should be kept unique.
In this case, it would be Luffy's shorts. If you take a moment, you'll notice that the background is too similarly colored (and even richer) and actually takes away the boldness of the shorts that would otherwise pop in a differently colored BG.
The lines match with the men in black but straight horizontal lines are very boring imo. You might try slanting (slightly?) them at weird, uneven angles (think Donkey Kong arcade) and perhaps varying their thickness. The line at Zolo's neck should be brought down to the top of "One Piece" and then should be slanted south-east to the bottom right corner, for example. This would open the space above the line greatly, but see my idea below.
As for the spaces in between, this is where your creativity comes in. However, this is the first thing that popped into my head:
Blue is a complementary color of orange. My idea would be to get a big blue sky with nice clouds and stick em in one of the spaces. I would suggest moving scan so that Luffy gets the focal point that the sky accentuates.
Lastly, "One Piece" needs a bit of amping up because compared to the scan, it looks slightly dried out. Maybe vector this and ensure the whiteness pops.
As for your signature, put it into a big, fat, bolded font and make it black. Then position it so that it appears to be rising from the bottom black border.
Just a suggestion but try it if you don't know what it'll look like...

Everything dylkim said is really interesting but if you want to keep the Charlie's Angels feel... I have an other idea.
Indeed the color and the horizontal lines are pretty boring especially with a wall that big which take off the interest of the characters.
What you could do is to go back to the series's start generic and use 3 different colors for the background. One for each character (like in the serie) then make the part of the background on the side of the character his color...
And why not add in the background a black shape of the characters in front just like in the posters of Charlie's Angel ?
Of course to make such a wallpaper, you should put your characters in the middle of the wall.
Anyway send me an PM if you want me to describe better my idea..

Points well noted- Honestly the only reason it was centered because when the scan was just centered on my screen it was ZOMG!LUFFY'SCROTCH! ...which was akward.
I love the silhouette idea!

I feel the background is a bit lacking...
I'd do some grungy pirate stuff with some blur/opacity or something like that =)

The art of the characters is beautifull, but que color scheme of the background do not fits of que best way.
But the general composition are good.
Unfortunately, I do'n`t like One Piece that much. XD

Well cant really add much to that. Personally i think that the wall looks decent. And the blue one.. Looks so much better than the red :3 And there is something wrong with the colors of the scan. So i hope this helps you atleast a bit. ^________^
