uploading problem
Well i dont know how to put this but this has been happening ever since the newer version of Ap has been upgraded i mean i can't upload my wallpaper's or scan's at the first time meaning i have to keep trying to get my wallpaper uploaded either i get the message that timed out or winry is on the case or cannot find server.
what should i do i mean before this versio of Ap i never had these sort of problem's.

Your connection to the server is timing out. As other members are able to upload fine it means something on your local machine is the cause. You'll need to identify any firewalls, nats or the like that could slow traffic or cause timeouts and determine the cause by elimination.
How come it never happened before meaning when i was usng previous version at the moment there aren't any firewalls on.
There's a load of things that could be going on between your end of the network and the AP server. It's not only your firewall, it could be traffic overload from your ISP, it could be that you were running some other network program (p2p clients, for example) that was eating your bandwidth at the time you're uploading, it could be that the AP server traffic was overloaded at that time.
I think the best thing to do in your case is to check your connection before uploading and monitor the usage of your upload bandwidth. See if there isn't any program that is using your upload bandwidth. If it's all clear, then try uploading. If the problems persists no matter what time you try to do it, then I suggest you to check the matter with your ISP.

How to fix the uploaded ability that is violated??
Seeing that your papers are in the negatives, I assume that you violated the AP Guide regarding Gallery submissions and penalized for it. This is a direct result of your own actions and have no other recourse but to live with it.deepwater

I can't upload anything at all. Is there something I'm doing wrong? I make sure that it's the right size and follow all the requirements and I still can't upload.

If it's scans/walls/avvys that you are talking about, then, mostly AP shows the problem occured right at the very top of the screen. In that drop down type small box. Which goes in when you click on it. Ummm... you know... that thingy which shows up whenever you do something, like post/shout/send PM or whatever...
It usually comes up over the username and PM notification on top of the screen.
If there's an error, that is where it will show what the problem is.... i think.... o_O
I'd be interested in improving the uploading system if I'd get some info on what you guys have been doing that caused failed uploads with no error to occur, images, OS, browser, connection speed, ISP maybe, firewall etc.
