I think you can add some light effects (not literally light, but what I mean is not heavy-overpowering effects). It's nice though. ^^

Ooh, it looks really cute. The colors are great and so is the scan.
I think you should the bg pics ats desaturate before blend it in to the bground. somhow the focus separated into two side and i dont think that's a good idea.

I think the brick wall side of things is quite nice, and the character looks ok - the glow is kinda interesting on the background.
The coloured shape things don't really work, though. I think that's more down to colour selection and the fact that they're in front of the character. They'd look a lot better if you moved the layers behind and changed the colour scheme. Possibly go for two blue tones on the trousers? It's generally best to try to pick out your bg colours from the scan itself.
The smaller faded insert is kinda old hat and a bit cheesey. I'd loose that altogether and work the text up. Don't be afraid to leave relatively empty/blank spaces in walls - people need places to icons after all :).

I'm guessing you've gone for a grafitti look? It doesn't look very realistic. Also, if you're using the brick wall in that way in needs to be more realistically coloured. For a really useful grafiti tutorial check out http://www.thewebmachine.com/
Personally I kinda liked the abstract thing you had going on in the first version and would go more down that route. The main problems were the order of your layers. If you look in the layer palette you should be able to see your layers and by draggint them up and down you can re-arrange their orders.
But how about this?
Cut the wall of the background to about a third of its current height. It'll look like she's jumping off the wall then. Recoulour the brick wall and add things like noise and blurring and use of some brushes to make it seem like a real wall. Then find some stock images of, say, a school yard and either treat it using filters, or simplify it by tracing with the pen tool in a vector style to create the impression of an anime style shool in the background. Then either find some cloud drawing tutorials or again treat some stock to give it a sky.
Just another option.
Main thing to remember is it's your wall, so you have to decide what you want to have in it. Think about what the character 'says' to you, what you like about the series (if appropriate) what mood and tone you want to go for and what style you want to use - realistic, grunge, abstract, etc.
When you've decided all of those things look for some tutorials to help you make them.
