As an animation, Bakemonogatari has a simple, clean art style. But the guest illustrations for the series are anything but simple! So, it's great to see that °Tens took on a more complex illustration and made it his own with vector gradients so fine at points it more resembles painting that vectoring. Do have a look at this beautiful wallpaper!

Second one is when i'm trying to import a Character to a bg for exampel the resolution gets to big and it just shows a little bit of the character

I can hardly understand what your questions are, but I think the answers you want are:

1. You can make the background transparent by clicking the eye icon for it in the Layers palette.
2. It may be because your new document you import into is set to 72dpi resolution, the PS default. The scan was scanned at a much higher resolution, probably something like 300dpi or even higher. Just open the scanned image and downsample the resolution to 72dpi before you place it in the new document, or you can Transform it and scale it down until it's the right size.
