As you can see, I'm not exactly skilled. As I last made a wallpaper as an eight-year-old in Paint Shop Pro, though, I am effectively a newbie. The blood splatters on the image were not my idea; there were similar splatters cut off on the edge of the scan (which I found on the artist's site; it's from the cover to a Nanoha doujinshi), so I added them to make it fit. The edges of Nanoha are very, very rough due to my fail rendering skills, but I honestly can't do any better in that way.

The character is not extracted well at all. Try to work on that. There are white lines all around her and it looks choppy. Also there is a line or something on the top kinda to the right that looks like youve put 2 pages together or something. Not sure what it is. I would also try to add some cloud like brushes on the blue and not go so heavy on the splatter brushes in front of her. Good luck with this. Can't wait to see it updated.

As mentioned above, the extraction is horendous. Claiming you're unable to do better does not make the image any more acceptable on these grounds.
Lens flair is a photographic artefact caused by the focussing of rays from an off centre light source and the presence of a glass lens. It is a defect. Not only does this make the inclusion of this effect questionable at best but you can't even claim its for the sake of realism. The angle of the flare means the source would be visible, the flair used is of a focal length that doesn't match the remainder of the image and the direction of the flare does not match the lighting direction of the character. Its an arbitrary effect. Do not use it as it detracts from your image.
PNG is also not an acceptable file type.

Forgive me. It seems that I've already established a position on this forum as a failure.
I'll definitely work on my extraction; it's something that I've tried and failed to improve before, and really want to improve. I'll also get rid of the lens flare, and change the file type; what would you recommend?

Thank you; I have removed the lens flare, and am currently working on the extraction. Expect a version 0.0.2 in two or three days.
The main concept is not bad at all, I like it.
But there are some "technical problems" ^_^''
First of all the character extraction; did you use the magic wand
to extract it from the original scan?
As you can see, it's not very good this way, there are lots of white spots
all around the girl.
I suggest you to take your time and learn how to do a clean extraction
(if you need a tutorial, just ask ;) ).
About the background, get rid of the lens flare.
It looks really disturbing ^_^''

As I said, I have removed the lens flare in my .xcf, and am working on the extraction. An updated versiuon will hopefully be available soon; thank you, Mysticmom2, hatesyou and Warrior.
Well i dont want to repead the posts of the other so i will say something wich hopefully will help you.
For the extraction you can search Tutorial wich will help you toimprove a lot so just google it;)
About the wallpaper itself i would say you should work on the backround bit it looks kinda one sided and empty for maybe a exture wuld fill that one colored spots.
Try some Cloud effects for the Sky ( i think it should be the sky since it is blue )
The blood splashes i think are to bright maybe a bit darker would looks better because the girls has a lot of differentcolors it looks a bit boring and lik childsplay

I've been experimenting with it, and have come up with this almost old-Western-comic-like look; do you think I should keep it, or change it back and continue?

Well i dont want to dissepoint your effort butit will never accepted some people would even say that it is more worse then before so before you continue to work on the wallpaper i would advice you to search for somehelpfull tutorials in google

Thank you, Shimazaki; as I've already used a few tutorials, maybe I should just give up and get my scans from another site. xD
Well, if you are using photoshop use the pen tool to make extractions. the results would be of good quality and if you find it hard to make a background...copy the extraction in many layers and move the copied extraction from the original position and them merge the layers and use blur>Motion Blur. and play around with layers > Adjustment layers ^__^
