I know its not very good -.-" I am not very well used to photoshop...but still I am learning...and having people comment will help me improve :) so please feel free to criticize anything about the wallpaper you like to :)

I really like the idea, I think that should be improved edges to the character , I suggest you use the extraction filter of PS, you could also use the Mask Pro. that makes good extractions or if you have design tablet use the Polygonal Lasso with which You can get good results (others use the Pen Tool, personally do not like this tool) the rest I seems very good, nice job.

I really wouldn't recommend the extract tool, i suggest you look into masking tutorials, its a little bit more complicated, but pretty much essential to learn. There's plenty of different ways to mask, and the pen tool might seem a little awkward at first, but once you get used to it you'll really be glad you kept at it.

Also, your wallpaper size is a little off, it needs to be 1024x768 minimum, the rest of the accepted resolutions should be in the FAQ somewhere.

The scan is somehow poor quality, you should make it high! And the background need more work..like add more brushes,, buildings..and You should make sure the scan is not fanart.

The color composition is ok, tough the background pattern is somehow a mess - should try rather grungy style. (but that is the best applied also trough the character)
And as was mentioned the character itself has a weak quality, when I zoomed in it showed as quite jaggy and lines are piexalted.
