I know that this one is not perfect.. But I guess that it's better than the last one. :x

First, 3999×2823 not a correct wallpaper resolution. (they are listed in FAQ), second the quality the image is simply teribble, which would probably look bad even on a 1600x1200, and not stretched on a such big base size. Is a pretty known render, I guess it should be somewhere on a better quality, which could be cleaned with basic methods.
Text looks bad - as long you cannot do it in a very artistic way, text have no use and making the wall usually worse.
Also do not understand how come together blood splashes and angelic wings...

Well i cant say much because aki already said it, even if youre a rookie i think you should know yourself that it looks terrible.
Ive seen that scan a lot and also a lot of versions of this wallpaper so i would advice you to look at them and then seeing the difference.
Like i said before you should learning how to vector or use some vectors but you wont have any choice you ned to start with some tutorials if you want to improve your level.
I hope you dont use Paint shop anymore because thats not even a programm i woud want to draw ome lines just for nothing so PS helps a lot and if you cant get it then youre still better with GIMP wich is free and kinda a cheap version of PS

This time I don't know where the bad quality is. That it is pixeled is what I wanted, as a sing of pain and as one that she's confused.
And I don't know where the text looks bad. I really like the contrast between the dark background and the brighter text with it's, more or less, positive message.
And the thing with the blood splashes..
Did you seen the anime AIR? Misuzu is a suffering girl, because she's the reincarnation of Kanna, a winged girl which can't fly with her wings until short time before her death. It's just the sign, that her "wings" are more vice than blessing.
