How does it look?

800x600 is too small. Minimum size is 1024x768. Read the AP Guide on Wallpapers for that.
The BG is lime green. Sort of clashes in color and makes it uber bright. I would position the text elsewhere, maybe closer towards the center/bottom of the wall as opposed to the top. You might also want to put more in the BG other than the bar and a few brush thing. The bar gives it a sense of NO MOTION, while your brushing/flowers do. Consider making the bar squiggle? It clashes with the motion.
Just remember that extracted scan + brushes + default Photoshop shapes + text DOES NOT equal a wallpaper...

And to add to puppychow--oops, i mean phoenix's post, you might want to post a link instead of an image. i don't know if this new AP will make scroll bars once you start getting into bigger resolutions.
more importantly though, lime green and pink...a big clash. uncommon color combinations are okay to try out but please keep it retina-friendly. ^^ people have to ultimately use this on their desktops so it must be healthy to stare at for prolonged periods of time. not only should the colors not clash, also make sure you don't have the saturation cranked up too high. fully saturated colors also cause glare.
as well, compared to rukia and the brushwork and the bars, the text seems blurry. that's weird. as well, i think the font is a bit on the frilly side. i've never been a huge fan of frilly text so that might be a personal bias. and you should probably drop the drop shadow. default text effects do not often look good and they are very often unnecessary. remember, do everything for a reason. and besides, a drop shadow here makes the text float a bit but the rest of the bg is clearly 2-d and flat.
i also recommend you to consider adding some more design elements too, nothing too eye-catching or complicated but something to add to the vast greenness of your bg =]
that's about all...all in addition to what phoenix said above me. hope i don't come across as sounding mean and good luck working on this. :D

To me it seems that you just slapped a scan in a lime green BG...

OR you can do me a favor and post what is supposed to be posted in this forum: actual suggestions!
Lower your text as its placement isn\'t working. Concentrate on the character, Rukia is supposed to be the focal point.

Mmm i think you should try a brownish background... so that it matchs better with the scan...
also the text isn't blending well... i think you should try another text style... maybe one that looks more clear.. so that it matches with that vector lines on the center... i will also change it's position and put it more to the right.. and maybe you can add some flower decoration around it as well...
wish you luck..
kisses!
