I was testing my luck and submitted it instead of posting it here. My skill with photoshop would probably be somewhere in between beginner and intermediate. About the paper though, I was going for a warm effect, a background that wouldn't tire the eyes out, and enough space for icons.
It's a bit more than satisfactory in my eyes, but I've had no one else look at it. The only thing that I think is off is the placement of the text. ^^;
Please let me know what you think.

The wall isn't actually 640x480, is it? Looks like photobucket has done you the favor of shrinking the wall as well. It's been doing that a lot lately; you might want to try imageshack instead.
Can't see too well to comment on the quality, so that will have to wait till you can show us a full-sized version. For now, I gotta say I like the colors you have chosen for the background, they go with the scan well. Is that some textures in the background? Those work nicely too. Also like the font you chose - but it's a little bit harder to read where the smaller text gets mixed up with the belt of the blown-up scan. But the text placement is actually alright, relative to the main scan on the right. It's the large faded scan that's messing with it.
Speaking of which, I'm not too keen on the repeated large version of the scan in the background, this idea is overused imho. Kind of dull to be seeing double like that. Try doing without it first. If the space becomes too empty, do something else with it - possibilities include:
- some appropriate scenery to fit the scan
- lay on more textures
- find another scan to use there - doesn't have to be the same character, just something appropriate
- dragoon makes me think medieval makes me think shields and heraldry. is there some coat of arms or something like that that you could put in that space?
Well, that's it for now. It's a nice wall and just needs some more work to make it great! Good luck!

Text is great, but I agree with ~---HitsugayaToushiro---, the background is a bit bland. It reminds me of an oversized signature. Good texture use though.
But honestly, I quite like it. I would use it if the resolution were bigger.

I love the wallpaper , great job , but i would suggest like everyone has said about the backround . But great job.
