I'm a bit rushed for time, so I'll just jump to the points.
Your character is too small. It's taking up like less than 15% of your wallpaper. If that is the case, the character would have served no purpose to the wall. You are better off with an abstract wallpaper instead. Usually all characters used in anime wallpapers take up a considerable amount of wallpaper space, preferably close to 50% of the wallpaper area (some exceptions can be made in certain wallpapers).
The extraction of the character is poor. I'm guessing you used the magic-wand tool. Try to get used to the pen tool instead. It provides you with a closer and cleaner shave...err, I mean extraction. One big turnoff for all wallpapers would be extraction.
Background-wise, you relied too much on filters (don't worry, I did that same kind of mistake too when I first started out). I can see that you used the radial blur and twirl filters. Nothing wrong with that but you should do more to make it less obvious. Try playing around with brushes more instead of filters.
It is preferable that there are floors if the character shows its feet. Having a standing character "float" in a wall is a bit awkward to look at. Give it a shadow, or some glowing disc beneath the character is a quick fix (albeit lacking in originality for the disc part).
Anyway, take a look at all the walls in the HIGHLIGHTED section and see what makes them tick. See what concepts that they used and how did they apply them. Take note of the effects employed and how it was used to great effect. Some are simple while others are mind boggling complex but just try to pick up some ideas from there.
And best of luck in your future walling endeavours.

Yeah thanks for the reply i was tinkering with filters and i came up with the backround and i used the magnetic lasso since i didnt know how to extract . But thanks for the tip .

Yay, I think I'll post some comments too. I like the overall design of the picture but as the guy said, the character should be bigger. Additionally I thinkt he font of the words "cloud strife" kinda takes away from the focus of the character a little. I dunno, maybe you can take out the words or make it a bit more flowy font if you like the words. o o o, maybe you can put some mist near the character to blend him with the background, what do you think, that would prolly make him more involved with the overall picture. :) good luck

When I first started my walls were entirely based on a few ps filters too. It's one of things you go through, I guess. And good extraction comes with learning the skills and then practicing. Lots. Eventually it becomes second nature, but there are no short-cuts.

Yea thanks for the c&c Its really helpfull . Yea its beause i just got photoshop , so im not acstomed to it , its no excuse . But i think im getting used to it .
