The vector is very nice and is well done, besides that I can't think of any other comment,because it's perfect(to my opinion)I(n_n)I
Looks go to me, but I think png is better than jpg.
No higher resolution? It'd be easier to see if you can upload higher than 1024x768...
I agree it could be bigger... I think this vector looks very well too! I suggest adding more detail in the eyes though, you could make it even prettier ^^
I think that the shiny part of the left eye is blurrier than the right and makes it look a bit odd. Maybe just try to fix that, I dunno.
If you're going to submit as wallpaper though, you'll have to actually make a background.
If you're going to submit as scan, it need to be really big. Check out the faq to see how big, because I don't know ^^U

You'd get much better input if you posted the original image. ;3
(I'd also advise using another image hoster besides Photobucket, because it converts to .jpg and makes it smaller.)

Use the save for web option, and dont save in the png format. png is usefull for the scans when vectored because the transparency support sparing tons of time in extraction.
dont use photobucket either, it resizes the images. use imageshack for that purpose

Danalm, I'm confused. Are you trying to tell me to use jpg, instead of png? And I have a question, will I get more papers if I'll submit the vector as a scan?

You can submit the vector as scan but be aware that the size is to small to submit it here. Read the guide for further explanations.
About the vector:
As far as I can judge from the little source it's a bit grainy in some points (I circled some places with red). You should clean it more.

What Danalm was trying to say was that we need the vector in a bigger resolution to tell you if it is good enough or not. PhotoBucket always sizes pics down so that the original resolution is not avaible. You can post it as .jpg or .png just as you like.
.png would spare a lot of time if someone else instead of you uses the vector for his/her wallpaper cause there is not background which need to be erased.

It's very good vector picture for me even it's your first time for vectoring picture. but, i can't give more opinion because size of the picture it's small for me.

I'm afraid that I cannot submit this as a scan because it doesn't meet the required size. ***Too BadP (T_T)***. Anyways, I had edited the parts that angel voice has pointed out that needs some cleaning. And I'm still struggling on the shading part, so I need more feedbacks. I followed your advise to use imageshack, but I still used .jpg. So, for now I'll have this image be criticize before I transform to a wallie.

if you read the guide, you would see this
your vector, latest version i mean, its 2200 px high, more than enough for the 2000 minimum.
about it, the CG style is definitly there, however you'll have to retouch the eyes, because they can't be simply blurred. they need definition. look at all scans on AP for eye references.
another thing, there are lines on the hair that end on one you shape instead of one V shape, change the ones that end in you to V. one example of it, its the reflection of the hair on the right side, or the line just above her forehead.

if you're on one to fix, give some fix on the thickness of the lines in the hair too, you have lines from 1 px to lines with 5-7+ px, the difference is too much, creating some sort of lack of balance on the whole work (<- isnt good)

Thank you so much for the pointers. Regarding the line art I really intended to have some weight or pressure on it, that why some parts are thick and some are not. Maybe that was brought by the "simulate pressure" effect of Photoshop.
I'll see if my mouse can stand the editing.
