You need fix the scan. It looks too dark for a bright wallpaper. Or maybe make the BG a little darker.
But then again the Picture you used for the BG doesn't really go well with the scan.

The bottom part of the scan looks like you've filled it in with the pen tool? It looks kinda different to his head, and the big lump of solid black doesn't really suit. I'd recommend vectoring/re-cg'ing the entire scan, tbh, since it needs cleaning.
I'm not sure what you mean by camera P.O.V, but you could look for some photographic comopsition tuts, I guess. I'd suggest doing that anyway and following what they suggest in terms of focal points - the chara is big and in the middle, which is a little much - I'd make him slightly smaller and off to the left or right slightly.
Background is interesting, but I'd be tempted to make it totally monochromatic. Some grunge over the top of everything might add a little something, but it wouldn't be very camera like :p
Hope that helps :).

Maybe cut out a tilted rectangle and fill in the outside with black, maybe add line corner edges and a center viewfinder cross and circle would suggest a camera's pov through the viewfinder?
