I just would like to submit my first wallpaper before uploading it.. I need to know if it is good, bad, disappointed or whatever..

Hm. It looks fine so far, but there're a few problems:

I don't think the text with that shade of green matches the background. Also, this would look nicer if your signature was at the bottom :D

As for the extracting of the image, it needs to be cleaner (the outline of his shoulders are a little blurry); but if you really want it smooth, I suggest vectoring it.

Finally, the coloring: try to soften/lighten it up. Like I said, the color of his hair doesn't go well with the background (seriously, pink and dark green aren't a good match). The only thing you have to darken a little more is the shadows since it's barely distinguishable against the natural color of his skin/shirt/etc. And... what's with his lower lip? ):

Im not sure why, or how, but if you wait a second or two the image pops up.

The idea of the background is cute, but I think the character is too small and it doesn't feel like he is the focus of the wallpaper. Instead, it feels more like he is a prop in the background. I think that is especially so because his pose makes him very long and straight. If you think of the background space as shapes, square or rectangle shapes are generally not interesting. If his pose is like a rectangle, he doesn't make the shapes of the background around him interesting, and therefore the composition is looks boring. If you look around, you will see that characters with a pose like that will generally be very big and take up a lot of the background space, so the "shapes" don't begin to look like rectangles as they do here. And characters that are far away will often be in an interesting pose or be wearing flowing clothes. I don't know how to explain it clearly, sorry ><

Your signature is a bit hard to read and is fairly large too. I think most people appreciate the signature to be small and at the bottom of the wallpaper so that it can be covered up by the taskbar. If you want to leave it in sight, I suggest making it look more like a part of the background like being around one of the hearts or such. That way, it's still there, but not as distracting.

The character also looks very dull and appears to be squished sideways. With a scan of low quality, I think it's best to put a texture over it. If you use texture that covers the whole wallpaper as the top layer, it will also help to blend everything together.

Did you use different fonts for the words in the background? I think using only one font would work better. Also, the solid coloring of the words don't match how everything else is textured, so adding a texture as the first layer should help with that as well. While I think the color of the font matches the pink, I think it makes the words hard to read. Maybe if you add a white outline or shadow to the words, it would be better. And maybe a simpler font would match his character design more too.

Well, maybe if the green was lighter. To me, the green's dark tone just clashes with the softer pink. But, it's not for me to decide; do what you will :D
