I did this for my sister, after deciding that I didn't really know what I wanted to do with the Alichino thing I tried. This is what I came up with. I know there's more background than character... that's just sort of how it turned out, and I couldn't fit the image the way I wanted it if I made it any bigger. Is this a good wallpaper, acceptable for submission? If not, how can I fix it?

Your character on the right can do with a bit more "integration" into the back drop; at the moment it looks to be simply stuck on to the drawing, without any kind of shadow or outline.
From the look of the character he should be standing on something, it may be a good idea to draw him a platform?
It looks as you have put in a twirl effect from the middle of the wall, you may want to combine this with the platform mention above.

First the character looks kind of strange. Is that fan art or a regular scan uploaded somewhere?
If it's fan art I guess you should check on the AP Guide all the rules concerning it cause I'm not sure you can submit a fan art wallpaper to the regular gallery.
Anyway about the wall itself : the character indeed looks like he's floating in the background without any sense. You should cut his feet so that we don't know if he is standing on something or not, or add some shadow under and behind him to give some blending to him. Or like Mchiken said you can draw him a platform.
The character also needs a better extraction. We still can see a LOT of little white parts all around him. And the colors of the character don't really match with the ones you used in the background. At least on my screen...
The top left corner contains brushes that don't really blend with the rest of the wall. They look a little too computer like compared to the rest of the wall. You should replace them or rethink the entire look of the wall.
The clock pattern on the bottom left corner is much more interesting that the one you put on the left side. Why not try to exchange them? Could be better looking... And even the sort of vortex in the background. Why not replace it by a huge clock or some mechanism from a clock... Or maybe combine a clock pattern with this vortex... Cause right now your wall looks pretty random...
Anyway, good luck!

I'm working on modifying it, but I don't really know anything about Chrono Trigger and don't really care to. I'm rather apathetic about it, so I'll probably end up focusing more on something from Tales of Destiny or CLAMP, something I like, so I'll care a bit more and work harder. ^^ Thanks a lot for the feedback; hopefully it will help me improve my technique... (I'm used to not doing much background, since I work mostly in websites where the focus is GASP the content... my web design style is a lot different than what I've been putting out for crappy wallpapers)
Well, taling about your paper. is not aht cool.. i think its a little odd, cause somethings remember me the old computers and low definitions screens xD yah thats because we can see the lines at the end of every patter, thats make it blur and odd.. iahve the same problem with a paper cause the scan is to dirty, but i think your problem is the size of it, you have to reize it. other thing man is that your combining so much brushes and in some cases that is cool, but in fact in here that doesnt work at all.. maybe you have to focus in a one way to amke it and not put every brush you think its cool.. make it easy, put all brushes one by one and try to look if it really looks good on the work, and i dont really like that clock on the top, its kinda ugly.
and about the guy in hte corner, well it feels like he wanna stay onm other place xD he just dont feel good in there xD ithink its a cool image, but fix the lines of it and dont put that effect on it, is not really cool...
