The first thing i wonder about is: did you make the bg?
if no: make one.
is yes: it's a bit to blurry.
the second thing i wonder about is: is the scan fan art?
if yes, you can't use fan art in AP.
is no: it's a bit blurry too, so work on that too.

What an interesting background! But it looks a bit poor quality... Or is it just because of the style? I can't tell... :-s
I really like it.
About the scan... It's a pretty good quality but I can see some artifacts on the sides and you have some really blurry parts like the hair of Sephiroth and also the arm of the girl with the pick dress...
The shooting stars are exactly the same... You should try out something at least a bit different..
Also you have a light problem cause on the arm of the front character you can see a yellow light coming from the right... So it means you need to have a source of light on this side :-s
It's a good start but you need to work a bit on that before submitting. Blurry or not well extracted scans are not accepted at all on AP's gallery...
About your sign you need to put the entire nick you use on AP... Not just a part of it! ;)

Well.. I pretty much agree with everyone else here... it's too blurry, and the character style is very different from the Meteor style...
If it's fanart (which I know it is), you need to credit the artist, and preferably ask for permission first... Artists tend to get very grouchy when people use their art without asking. :S AP will remove it in an instant if they get a complaint, so it's best to ask first.
The idea is good... but the execution could use a little work. :)
