Okay...to start off i know her hair looks like ****, but i am leaving that for last. it took me really long to extract, it had an f-ing ugly red bg at first. many may recognize this as an eyecatch from the series.
i redrew her boots, are her feet too big? should i extend the rays or get rid of them? sky good or bad?
text makes me nervous, stay or go?
i don't have any ideas for the bottom, any ideas? i am gonna add windows too i think, but should they be yellow or white?

I would extend all those white speed lines out across the whole picture. The sky is fine but you might consider a monochrome halftone pattern on the meow text and fixing the one blue part that doesn't line up with the white shape behind it or maybe dumping it. Add windows, do them in lighter shade of your background gradient.

I think you're missing more lighting...the bg seems a bit too plain. In other words, it's too flat. You can try using a gradient to colour the buildings instead of using a fill. The dots in the sky is too...umm...can't find that word, but I think it'll be a tad more appealing if you enlarge the dots =p

May I suggest you lower the opacity of the speedlines? Maybe now all you need is the Meow! text returned but this time black with a white outline to match the character? Somehow I think that the white outline is rather thick and could be done without, but that's up to you. XD
Made it more comic-like. i personally love it this way.
