Instead of copy pasting the guide (maybe just to earn papers) you should give help exactly to the wall posted in this forum.
About the wall:
Your background is to simple. To make a good background you need more than just running some filters/brushes over a white layer.
The first thing you need to do: get rid of these filters/brushes you have used.
You now can start by making a background which would work much better with the scan. The hardest thing here is that I don't know this anime/manga you took the pic from. But let's try this: It looks like some sort of fire will come out of his hands soon (if I'm wrong forget about what I'm saying now). Maybe you can go with a firey background. Or try some grunge style. Try different textures and brushes. Maybe filters and lightening effects. The background should work with the scan so think about the anime/manga you took the pic from. Did this boy have some special abilities? Is he a good or bad person? These are all things which can help you to make a background. If he is a bad person you can go with some darker styles, if he is good try some lighter ones.
The scan itself could also use a bit of cleaning. It looks blurry in some parts and a bit grainy.

ok. that done with, now on to the critic XD:
like angel-voice said, the background is too simple. I'd definately try some grudgy pattern in the background. With this image, it'd be awesome if you build on your existing idea (the bursting light sort of thing). Instead of just white balls, why not try to make them flames? Build on the flame on his forehead: his flame bursting out as he is about to attack. Make the wallpaper burn~~~~~
Additionally, I'd remove the logo.
Now, go improve this wallpaper as if you are to die! *burns up*
