Hhhmm...I thought you just used filter to it..hehehe..my bad..well..the vector is not that bad..try working more on the backgrund..I mean add a little details to it..good luck!

actually i never done any vectoring. XD
from the way i see, the vectoring of Ed hasn't finished~
it looks good for an image.
otherwise for a wall, on my opinion it still didn't work out~
maybe, you should restructuring the scan..
make the edge of the scan more fully lined'
for the BG, simple~
make something more interesting to see by others'
something that only you ever made~
don't follow my critics if you don't seems to like it~

I'm sorry to say, the vector is a bit jaggy, and some lines are too messy...take a look at the eyelashes, for example.
Then again, maybe it's a style on its own, so you're on your right.
However, I think you background doesn't suit the character. The background is colorful and kinda happy, while the character has some irregular outlines and dark shadowing. You can change either, though I think you should change the background since I guess you spent more time and effort in the vector than the bg...
