Ok, so good extraction. Very nicely done. I think she should be a little more to the center. The background, is what gets me most. It's just some filter you did. You need to think of a different background, or improve on this one. Maybe a beach, since Hayase (? x_X Been so long since I watched KGNE) is in a bikini. I think the text should be made less noticeable, and have the attention focus more on the girl.

I have made this wall about 4 times improving on it and no help on it. I mean the BG is 3d I would have to re render the BG to work with the to fix it. any other suggestions?

Well... the bg just seems a little too clear-cut and futuristic to fit that particular scan. The background looks sort of like water, maybe expand on that a bit? The Scan itself is good quality, and the extraction's perfect. Maybe duplicate the layer, apply a glaussin blur and set it to 'overlay'.
But I agree with acidflower- if you gave it a bleach-like theme, it might fit the scan more as well.

Yeah I like your extraction(much better than mine~~~)~~~but i think it would look better if you move the girl a bit to the center~~~and the background seems a little plain~~~try to think about other theme?

^ all of the above. :) what is very simple that i would suggest as a start, is to simply change the font of your words, it seems too bold and straightforward, and in a scan as this and the colors you are using, it makes a more calm blue feeling. The background is there, but the thing is, its just there, not omg its there, but just there. If its any possbility try playing around with blue colors and i would get rid of the bottom water flowing you have there, its blurry and it doesnt match with your top water flow. :)

but this time i agree with you i think the font doesnt match the character and the way she stands. also the BG definitely doesn't match the toon, too futuristic, and full of photoshop effects or whatsoever it doesnt have a single touch of a scan oranything. This character is the kind you put in an anime BG or something similar.

The scan is beautiful andalso the animation you make! But the background is too empty and colourless!
Well, all of the above is saying to change the theme of the background, but they didn't say what to... Or any hints. So I say... I imagine that she's kneeling against the ledge of a pool. Could be inside or outside pool, personally I would like it outside, with the sun and all.

Well there was one suggestion that Iread of in this thread, as to what to change it too, well not change it too, but a hint in one direction and that is that she does indeed look like she just got ut of the water, about to go in it. or somewhere close to it, so there is something you could defently go on. The thing with the background I find , is not that it does fit with the scan or so but more it is too clear, even if you spent alot of time modeling and rendering, you still enup with an image (granted it has been rendered) but still to clear. Same as if putting a stock image and then extracting anime to go ontop, so hwat I would do is focus some attention away from the 3d bu doing some brush works between it and the anime. The font is also something I would change but mainly because I know it is a DS9 font and I love that seris and sort of sacrelige ;-) not really but just belongs with DS9...call me sentamental ;-) but hey what the heck ;-) In any case I guess the hard part for you is to decide what it is you want to do. But I hope this helps

Contrary to what others have said, I can still see extraction problems around her hair. There are specks of subtle white lining along her hair in various parts. The scan is not cleaned up as I can see scan noise on her especially the light blue areas of her hair and swimsuit as well as the white ribbon.
And a tip on 3D rendered backgrounds is that it doesn't look good if it magnifies the 2D aspect of the image (i.e. makes the character look flat like a cardboard cutout).
