First of all you need to fix first the resolutio..

I wouldn't use that scan of the moon. Blowing that up is going to look really ugly at wallpaper resolutions. I would take a look at my berserk paper. What I did was take a real picture of the moon I found using Google, and then tweak that to look hand-drawn. I spent about an hour in photoshop working with it, and I think it came out pretty well.

Second the red clouds stand out too much. If that's you're goal then I would clean up the edges. They are very rough.

Speaking of edge's Itachi looks pixelated around the edges. It's really distracting. Take your original scan, and see if you can make a cleaner break from your first photoshop image. It's completely worth the time and effort it takes to hand select his form to keep the lines smooth.

I see your wallpaper inspiration.
As Rukawa11 said, fix the wallpaper ratio aspect (resolution), The black background behind the moon would need some work also (just black dont do) And maybe try to clean a little bit those feathers... I dont know but the 2-color shapes dont look nice and in constrast with the entire wallpaper style.
